Job Description - a) Organization Effectiveness:

- QHSE performance of contractors, consultants, partners and suppliers involved with Agency.
- Continual improvement culture with the goal of zero injuries or serious accidents.
- Efficient & Competitive QHSE & Social Improvements.
- Contractors’ / clients’ contractual obligations all time implementation & adherence with QHSE.
- Effective Management systems performance
- Completion of Documentation including counseling remarks, identification of training and development needs of employees.
- Delivery of training courses to RTA staffs in relevant areas
- Deployment & dissemination of appropriate Knowledge management system for knowledge sharing / transfer across the organization.
- Represent RTA with local and national quality, health, safety and environment bodies
- Ensure Agency assets are Managed and maintained efficiently in line with RTA Assets Management System (AMS) requirements and continually ensure asset information quality within AM technical system.
- b) QHSE Management:
- Identify and manage areas of QHSE concern within all functions of the Agency.
- Develop(formulate, review & update) & Ensure Compliance with
- QHSE policy and procedures of the Agency.
- RTA Corporate level policies and strategies and the prevailing regulations, laws and decrees.
- Current & latest legislation requirements for good working practices at all levels of Agency operations.
- Applicable legal requirements and international standards for continual benchmarking and trending of QHSE regulation and legislations.
- Accidents investigation system procedures and other requirements.
- Facilitate
- Management Review on QHSE issues, performance, inspection / audit findings, progress towards the objectives & targets of Agency.
- Agency Top Management with implementation of actions required after review.
- Technical expertise and managerial support to QHSE issues.
- Line managers in formulating best-practices, policies and procedures related to QHSE.
- Implementation and maintenance of QSHE Management Systems including hazard identification, risk assessment and accident management.
- Disaster and emergency preparedness processes (internal and external) for continuity of operation through maintaining continuity in supply systems, with alternate arrangements.
- Integration of disaster plan with that of agencies which respond to community emergencies.
- Ensure
- QHSE roles and responsibilities within the QHSE Unit are assigned.
- All accidents/incidents/emergencies occurred are thoroughly investigated and proper mitigation/corrective/preventive actions are initiated and closed out within the stipulated time.
- Root Cause analysis for all non conformances and implementation of recommended corrective and preventive actions.
- Continual improvement in QHSE performances defined by the best & economical viable technology.
- Adequate staffing and training of resources to support QHSE requirements.
- Integration of general & construction site safety and sustainability into systems and work practices.
- Achievement of objectives and targets for QHSE Office.
- Climate of stimulation & motivation for all to participate in preservation of QHSE performance.
- Management Stimulation to give recognition/awards to individuals for QHSE performance.
- Propose, Plan, Design and implement
- Schedule for audits, leadership visits and inspections to address specific QHSE issues.
- New QHSE systems in compliance with relevant standards as required.
- Monitoring measures necessary to comply with HSE Legislation and Codes of Practice.
- Working environment for implementation of successful cross-departmental coordination within the Agency and across other RTA Departments.
- c) Training & Development:
- Establish the QHSE training need analysis and report.
- Direct and ensure the proper orientation programs for new employees including the clarification of their role and job descriptions.
- Collect training information from the performance appraisal forms for identification and designing individual training programs.
- Ensure the development and implementation of QHSE training programs as per identified needs.
- Evaluate the training provided to the staff.
- d) Quality & Excellence Standards:
- Ensure efficient, courteous and timely services to all employees’ requests and inquiries.
- Ensure achievement of the quality objectives as set forth in the RTA and the department quality plan.
- Ensure achievement of targeted results in each key performance areas as outlined in the plan.
- Arrange workplace safety audits and ensure that remedial recommendations are implemented.
- Comply with the RTA’s quality standards and requirements.
- Comply with the RTA policy in respect to the Shareholders, Customer, Suppliers, Employees, and to carry out your duties and responsibilities as per RTA Code of Ethics.
- e) Health, Safety & Environment:
- RTA HSE Policy
- HSE culture throughout RTA.

- Integration of Environmental regulations and requirements into program plans and activities to protect personnel, the facility, and the environment.
- Proper housekeeping within the Agency.

- Processes pertaining to the occupational health and safety which address health and safety hazards.
- Communication, interpretation & effective implementation of HSE policies & procedures.

- Coordinate and support incident investigations of local incidents.

- Setting–up and maintaining up to date environmental handbook with the permits, discharge conditions, inspections/reports/correspondence to regulatory agencies, and emergency procedures.
- Preparatory studies for new projects and process changes providing inputs on issues relating to health and safety, loss control, and environmental impact.
- Professional & technical advice to all concerned to enable them abreast of changes in HSE Legislation and Codes of Practice.
- Staff training for HSE policies, practices and procedures.
Skills - Knowledge of Occupational Safety and Health Act (OSHA) requirements, of the requirements for the use of personal protective equipment for chemical hazards, requirements for hazardous substances, and the impact of hazardous waste operations on worker safety and health;

Education Bachelor degree in Environmental Engineering, Civil Engineering, Chemistry or Environmental Scienc
