This position is open only to:
(1) Current Montgomery County Government employees;
(2) Montgomery County employees who were affected by reduction-in-force and currently have RIF priority rights;
(3) Active Montgomery County local fire and rescue department volunteers with at least 50 points under the length of service award program; or
4) Active Montgomery County Government Customized Employment Public Interns, QUEST Interns, Project SEARCH Interns or former Montgomery County Government Customized Employment Public Interns, QUEST Interns, or Project SEARCH Interns within 24 months of completion of internship.
This position is responsible for managing construction crews and contractors to implement the Annual Sidewalk Program and American's with Disabilities Act (ADA) Program in the Division of Transportation Engineering. This position oversees traffic calming measures, pedestrian refuges and other improvements. The position is responsible for overseeing the field construction for installation of bikepaths and bus stop under the Annual Bikeway Program and the Bus Stop Improvement Program.
The position is responsible for reviewing and approving monthly invoices from contractors and consultants. Duties include coordinating and conducting meetings with consultants, contractors, federal, state, local and other County agencies. The Highway Construction Field Supervisor reviews contractor submittals, subsequent updates and analyzes and recommends staffing needs for the implementation of CIP transportation facilities. The position provides supervision, mentoring and oversight of union employees as well as supporting consultant staff. The employee would need to communicate with both the public and public officials, and have strong interpersonal skills to communicate and work with residents regarding construction of pedestrian facilities in their neighborhoods.
The employee will be required to drive a vehicle to perform traffic engineering field work including visiting construction projects to perform field investigations, meet consultants, contractors, supervise work projects and meet Maryland State Highway and County staff.

Minimum Qualifications Experience: Extensive (5 years) experience in road and highway and related structures, materials and construction management, inspection and enforcement.
Education: Associates of Arts Degree in construction management or related field appropriate to the assigned position.
Equivalency: An equivalent combination of education and experience may be substituted.
Physical Ability: Must be able to exercise occasional light physical effort such as long periods of standing; walking over rough terrain; bending, crouching and stooping; or lifting objects up to fifty (50) pounds.
LICENSE:
Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.
Preferred Criteria
The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:
Recommending construction requirements for planning, designing and constructing new sidewalks/bikepaths/handicap curbs.
Conducting on-site investigations for project feasibility.
Determining and preparing construction impacts within public right-of-way (tree removal, retaining walls, sidewalk location, etc.) for implementing new sidewalks. * Technical expertise to prepare and implement pedestrian and handicap facilities.
- Preparing and providing cost estimates and construction recommendations to county employees and/or agencies for pedestrian and handicap facilities.
- Oral communication.
- Written communication through a variety of sources that include computer/video presentations, social media, training sessions, report writing, etc.
