Project Background
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.
Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.
Role Overview The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Deputy Automation Supervisor at the Pueblo, CO location. This position will report to the Automation Supervisor at the PCAPP project. Deputy Automation Supervisor reviews and coordinates documents with suppliers, other disciplines and customers. Coordinates technical issues with Management and Operation Functions at the site. Proficient with basic engineering deliverables such as drawings, specifications, and Distributed Control System (DCS)/ Programmable Logic Controller (PLC) configurations. Proficient with the development of Human-Machine Interfaces (HMI) and the development of Control Strategies. Proficient with process control algorithms and proficient with DCS/PLC database programs. Knowledgeable of major regulations and industry codes and standards applicable to instrumentation and controls. Properly interprets and applies codes & standards and customer design requirements in the preparation of Control Systems design products.
This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am 00pm Monday ursday. This position may require additional overtime hours as deemed necessary.
Principle responsibilities include, but are not limited to:
- Performs/Supports DCS Programming Automation Supervisory tasks
- Capable of preparing the Automation Engineering: schedule, budget, interface with other function supervisors and managers, new and retrofit engineering design, submittals, attend meetings, coordination with suppliers, inter-discipline coordination, operations and maintenance support
- Properly interprets and applies codes & standards and customer design requirements, for the preparation of Automation engineering design documents, specifications, and system descriptions related to automation team tasks.
- Reviews and prepares engineering drawings and calculations, including field and design documents relating to the discipline.
- Assists discipline project personnel with appropriate on-the-job training for their professional development.
- Able to lead several major process systems including associated budgets and schedules

- Performs special tasks and provide leadership, on-the-job training, and consultation to co-workers and team as necessary to support the Automation Supervisor.
- Conducts checking as required
- As a deputy, works under the direction of the Automation Supervisor, and aids in the effort to lead senior and junior level engineers with responsibility for directing the work activities of the group of engineers within the discipline for programming efforts, related engineering deliverables, and supporting documentation as required.
- Responsible for producing high level conceptual drawings and documentation within the discipline and conceptual level Control Systems Automation Engineering activities.
Basic Qualifications: - BS degree in Mechanical, Electrical, Chemical, Computer, Electro-Mech, or Software engineering from an accredited institution with 6 years of related experience; or MS degree in Mechanical, Electrical, Chemical, Computer, Electro-Mech, or Software engineering from an accredited institution with 4 years of related experience.
- Must be a US Citizen.
Minimum Qualifications: - Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *
- Capable of performing overall discipline planning and work control, budget and job hour estimates.
- Strong, applicable experience in project design/execution with previous demonstrated experience and ability in process controls along with various types of systems.
- DCS/PLC configurations experience along with experience integrating PLCs into a DCS system.
- Hands on Microsoft office programs, VISIO, and other computer programs
- Hands-on or extensive working knowledge with industry wide Microsoft development tools, such as Visual Basic, C++, VB.NET, ASP.NET and database systems, such as Access, Oracle and SQL Server
- Knowledge and application of Codes and Standards
Preferred Qualifications: - Lead/Supervisory experience
- Prior work experience with cost variance analysis
- Previous Bechtel and/or DOD or DOE project experience
- Experience working with Bechtel Standard Application Program Software
- Specialized courses in automation engineering (software development, database, data management, etc. related courses)
This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
