Overview / Responsibilities Wood is currently recruiting for a Project Manager with extensive experience in the oil and gas petrochemical industry.
RESPONSIBILITIES FOR PROJECT ACTIVITIES:
Proactive interface on a project between the engineering team and Client. Overall responsibility for the timely delivery of engineering work which is compliant with the requirements of the contract Maintain effective communication with all relevant parties including Lead Engineers, Client, Department Management, Project Manager, Process Manager, Project Controls Manager, Construction Manager and Procurement Manager Be fully familiar with the requirements of all documents that make up the contract including general conditions of contract, scope of work, Design Basis, specifications, codes and standards etc, and require Lead Engineers to make themselves familiar with same Ensure that the engineering team is informed of the requirements of specific confidentiality and secrecy agreements The PEM shall ensure that the Discipline Design Instructions (DDI) are timely generated for all engineering disciplines, which is to provide the necessary guidance at discipline work level on technical information required to undertake the Discipline Design Scope of Work The PEM shall ensure that the work and deliverables of the engineering team and formats for drawings & documents meets the requirements as per the Quality Plan Determine and implement the Package Management Strategy for the project. Ensure that assigned engineers are approved as Authorised Engineers PEM to ensure that disciplines accurately forecast their deliverables including numbers of revisions in the document management system and proper Document & Deliverable Matrix (DDM) is maintained The PEM shall ensure that Engineering Systems (ES) to support the engineering applications and software on projects and Information Management (IM) for the quality and flow of data, provides a representative to the project to coordinate the set-up of engineering systems and databases Determine, in conjunction with the Discipline Manager (DM), the engineering organisation for the project. Request Discipline Managers to provide Lead Engineers in accordance with the agreed manpower plan. Request Lead Engineers to obtain manpower from their respective Departments in accordance with the agreed MPP Be familiar with, and control, the engineering budget for the project Liaise with Project Control and Lead Engineers to ensure the development of an achievable detailed schedule for all Engineering activities consistent with the overall project schedule. Buy into and agree the schedule. Effectively manage progress against schedule, and agree remedial action where necessary with the Lead Discipline Engineers Know and understand schedule milestones. Be aware of any bonuses and penalties on milestones. Understand what engineering have to contribute to successfully achieve milestones. Manage the Lead Discipline Engineers to achieve the milestones Require engineering work to be executed in accordance with applicable procedures, specifications, codes and standards, including AmecFW health, safety, environmental and quality procedures. Identify the need for project specific engineering procedures, and ensure that they are prepared and adhered to. The PEM shall ensure that these are identified and listed in the Project Execution Plan (PEP) Ensure that all engineering reviews take place and get closed out as per schedule PEM shall ensure that the engineering team on a project is adequately managing and addressing technical assurance and integrity issues Where local authority permits are required to be obtained by Amec Foster Wheeler or coordination of documentation for others to obtain such permits is a contract requirement, PEM in consultation with the Project Manager, Lead Engineers and the Technical Safety DM shall establish requirement and to identify the best Permitting coordinator, to coordinate permitting activities and delineation of responsibilities between the groups involved Project Engineering provides a Permit Coordinator. The PEM shall ensure that a procedure is prepared covering the permitting processPEM shall ensure all interfaces are identified and managed through the engineering deliveryPEM shall monitor engagement levels throughout the project to ensure the correct level and appropriate Inter-Discipline Checks (IDCs) are implemented PEM shall develop a comprehensive Workshare with High Value Execution Centre (HVEC) or other workshare centres in accordance with the contract and project requirements PEM shall hold regular (example, weekly meetings) engineering meetings, with participants to include all Lead Engineers on the project along with other functions as appropriate to the scope. These meetings are a key tool for driving engineering delivery Understand constructability issues and ensure these are reflected in the designPEM shall ensure all engineering documents are checked & approved as per engineering Quality Plan. PEM shall also approve Engineering Flow diagrams developed by Process EngineersPEM shall ensure that material quantities are properly reported, including any slippage, in support of overall project delivery of procurement, commissioning and construction activities. This shall be in accordance with the distribution and timing requirements of the PEPProperly allocate the preparation of miscellaneous documents (e.g. construction contract requisitions, miscellaneous material requisitions) to the appropriate specialist group in accordance with guidelines provided by the Discipline Managers Ensure a mechanism is in place to enable Project and Discipline Engineers to identify potential contract changes and/or deviations to scope. Oversee the preparation of documents to define the scope of such contract changes on the project. Oversee and agree the preparation of man-hour estimates for engineering activities, and the effect on the engineering schedule Ensure Lead Engineers adequately and appropriately populate the DMS and update accurately as required The PEM is responsible for creating a culture where Safety by Design is practiced, and the Safety by Design Procedure is adhered by defining safety goals, understanding hazards, managing residual risk and implementing inherent safety Lessons learnt shall be discussed on a progressive manner throughout the project with the Discipline Leads so that any major issue shall be resolved by revising the relevant procedures Appraise the Discipline Manager of any aspects of the project that prevent compliance with this job description and seek their help in resolving these issues Manage Field Engineering Team and ensure that the necessary Engineering inputs to the Construction Activities are provided and its technical integrity is appropriated Act as prime contact with the Client on engineering matters arising in the field and ensure that the flow of technical queries to the Home Office is minimised The Field Project Engineering Manager shall provide interpretations, clarifications or information of a technical nature, make technical decisions for all Engineering queries and shall not instruct contractors to carry out any changes or additions to work unless specifically authorised to do so by the Resident Construction Manager The Field Project Engineering Manager will also act as Site Change Co-ordinator and will administer the Engineering related Change Control System for Contract Changes Ensure with the field personnel for properly marked up "AS-BUILT" drawings according to contract requirements and for their revision and issue in home office The PEM should ensure that all engineering data is archived in accordance with local legislation, client / contractual and Amec Foster Wheeler requirements.
Skills / Qualifications Degree in Engineering with at least 12 years and above e xperience in Refinery/Petrochemical/Chemical/Power Plants/Pharmaceutical plants. Experience in having lead the design and engineering team for FEED, PMC, and EPCM in grassroots and revamp type of contracts. Have general knowledge and application of engineering procedures, specification and standards. Must have experience with projects executed in China
