JOB PURPOSE: Under the direction of the Associate Director of Data Analysis and Customer Systems at Parking & Transportation Services (P&TS), the Senior Systems Analyst implements, and supports business systems. He or she captures business requirements and works with operations teams, vendor partners, and management to understand directions and priorities to assure the delivery of quality solutions. This person serves as project leader on small to medium-sized projects or on a portion of a larger project, as assigned. This person will be part of a cohesive team that works together to solve problems and back up each other.
CORE DUTIES*:
- Serve as the key (lead) resource to implement, maintain, support, and enhance the P&TS permit management and parking enforcement system, which holds customer, permit, enforcement, and revenue data.
- Develop and update scripts using Python, Perl, and SQL to integrate data among various systems: P&TS systems, University HR, Registry, Housing, Payroll systems, as well as flat files from Stanford Health Care and Lucile Packard Childrenospital. Automate data integration processes to streamline and reduce support effort.
- Develop and update custom codes using SQL and other languages.
- Document operational support tasks and procedures to reduce single point of failure.
- Proactively identify issues and work with operations team to enhance and streamline business processes. Document business process flowcharts using Microsoft Visio.
- Act as a liaison between customer, vendor and IT. Manage and work with vendors to ensure the systems are running smoothly and enhancements are delivered promptly.
- Collaborate with developers (often supplied by vendors) on functional/technical specifications to ensure sound design and deliver resolutions.
- Collaborate with operations and team members to gather requirements and perform fit/gap analysis. Document and communicate business requirements clearly.
- Assist business partners in creating system test plans, identifying test scenarios, managing user-acceptance testing and conducting production rollout of resolution.
- Team up with business partners and developers to set realistic response time and/or deliverable expectations.
- Assist in researching technologies and products with applications for P&TS programs.
- Assist in coordinating presentations and demonstration projects by potential vendors and service providers.
- Assist in coordinating proposal and bid solicitation processes, including the development of functional requirements, authoring of Request for Proposals document, evaluation of proposals, and negotiation with vendors.
- Function as a secondary supporting resource for P&TS data analysis activities:
- Help perform geographic information system (GIS) analysis of customer data to support the development and marketing of alternative transportation programs.
- Help to analyze data collected by P&TS to evaluate the effectiveness of existing transportation programs and to project future conditions.
- Help to work with the planning and operations teams to analyze and forecast allocation, demand, and utilization of parking and transit resources.
- Assist P&TS staff and perform other duties as required.
Qualifications QUALIFICATIONS:
- Bachelor's degree and eight years of relevant experience, or combination of education and relevant experience, that demonstrates the conceptual, analytical, applications management, and communication skills required to fulfill the responsibilities of the position.
- Demonstrate strong technical skills.
- SQL Expertise
- Extensive experience in data import/export/integration among different systems, data mapping, and data conversion.
- Highly capable of programming in scripting languages (Python and Perl).
- Good working knowledge of database and table structure.
- Experience with system and application configuration and settings.
- Other desired but not required technical skills: GIS, Java, R, business intelligence tools such as Tableau or Microsoft BI, data warehouse, and dimensional modeling using star schema.
- Extensive experience working with business applications
- Strong communication skills, both written and oral, and ability to produce clear, concise, and logical documents.
- High degree of energy and initiative, with the ability to work both independently and as part of a team.
- High level of organization, accuracy, and attention to detail.
- Ability to solve problems and develop creative and innovative solutions. Quick learner and willing to embrace new technologies and software programs.
- Ability to coordinate multiple assignments and to manage a complex and often competing set of priorities in a high-pressure, results-oriented environment.
- Advanced proficiency with Microsoft Excel, proficiency with the rest of the Microsoft Office suite.
- Understand the software development lifecycle.
