Starting Salary: $1,783.39 Bi-weekly. This position may pay up to $1,962.28 bi-weekly based on the candidatexperience, knowledge, skills and abilities to do the job. (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employeeurrent rate, whichever is higher.)

Description: This position is a supervisory position within the Bureau of Budget and is responsible for communicating, motivating, training, and evaluating employees' performance, and planning and directing their work.
Supervise direct reports to ensure accuracy and completeness of revenue management and budgetary responsibilities.
Provide proactive leadership of revenue management areas of responsibility and the Prevention budget entity through planning and oversight of activities.
Develop and analyze tracking and State Automated Management Accounting System (SAMAS) reports, cash analyses, and spreadsheets to manage departmental trust funds and assist the Bureau Chief and other management of departmental revenue and budget.
Oversee Prevention budget entity spending plan meetings, the Legislative Budget Request (LBR) process, and required budget amendments.
Establish and maintain a Cost Allocation Plan (CAP) and Indirect Cost Rate (ICR) for the Department of Juvenile Justice (DJJ) through coordination with the contract firm in the development and negotiation of a CAP and ICR proposal.
Daily assess and evaluate DJJ cash balances to determine solvency of funds and appropriateness. Oversee the tracking and monitoring of allocation and expenditures of fixed capital outlay projects within the Department.
Provide oversight to the Department's investments. Responsible for federal reporting and quarterly drawdown of federal funds. Responsible for LBR process of the Schedule I's and manual exhibits. Responsible for the Department's due to and due from at year-end. Responsible for Schedule of Expenditures of Federal Awards (SEFA) reporting on the annual Department financial statement.
Develop and maintain written policies and procedures for the Revenue Management unit responsibility.
Serve in the absence of the Chief of Budget (Revenue Management/Administrative).
Knowledge, Skills and Abilities: Supervisory: Working knowledge of federal and state claims/reporting requirements, agency personnel requirements, DAPs use of ICRs and DJJ Circular A-87, agency and Revenue Management policies and procedures, comptroller procedures, government accounting procedures and audit requirements, journal transfers and electronic fund transfers and letter of credit procedures, FLAIR system, State budgeting and LBR process, DJJ sources of revenue and status of cash balances and projections, knowledge and effective use of relevant data sources, State of Florida and DJJ investment policies and procedures, preparation and use of Schedule I's, professional level written and oral communication skills; ability to be an effective bureau and departmental team member, office computer software proficiency, work independently; management skills, organizational skills, analytical skills, tenacity, thoroughness and accuracy in work efforts.
Preferred Minimum Requirements:
Candidate must have four or more years of budget preparation, revenue management experience and at least two years of supervisory experience.
Preference will be given to candidates with:
experience in managing trust fund accounts, federal reporting, SEFA, and due to/due from other state agencies.
knowledge of the legislative appropriation process, basic budget principles, state budget laws and policies, federal report requirements and salary rate and management of rate and budget appropriation categories.
experience using LAS/PBS, BAPS, FLAIR and MFMP.
the ability to communicate with, motivate, direct, organize of assigned professional staff in order to complete daily and long-term projects.
