Job Standard / Operational Needs
Reporting to the Senior Vice President and Chief of Staff, and in collaboration with colleagues across the Upstate enterprise, the Assistant Vice President for Facilities Management is responsible for the administrative and strategic leadership, coordination, management and oversight for Upstate's Facilities Management department to include Environmental Services, Records Management and Environmental Health and Safety. In addition, the AVP for Facilities Management will lead and provide day-to-day management and leadership for Physical Plant operations. The scope of responsibility and span of control includes functions associated with, maintenance and operation of Upstate's facilities and grounds, energy management, sustainability, safety and record storage services. The position leads all efforts associated with stewardship of campus physical resources, and is instrumental in the development of policies and processes that inform planning, development and operation of the current facilities. Responsible for planning, organizing, developing and directing all functions; establishing effective quality plans and achieving financial goals. Consistently exercises discretion and independent judgment through selection and management of staff; developing and overseeing capital budgets; developing standards of quality; evaluation of customer responses to services; ensuring departments are compliant for rules and regulations governed by various regulatory agencies
Minimum Qualifications Ideal candidate should be a skilled self-starter in administrative and technical problem solving with the skills to build and sustain interpersonal and interdepartmental relationships in a complex and diverse academic medical center environment. Experience in finance, budgeting, hospital accreditation standards, computerized maintenance management systems, working in a unionized environment are all beneficial. Candidate should have a proven track record in devising and implementing an effective preventative maintenance program that proactively defines and eliminates potential future maintenance and repair issues in major building systems and utilities. Bachelor's degree in a related field required, Master's Degree preferred. Physical Plant professional with a proven track record of at least 7 years in hospital/healthcare physical plant operations, including supervisory responsibilities, preventive maintenance, institutional facilities maintenance/construction and hospital accreditation. Ability to successfully work across department lines with key stakeholders, contractors and other state entities. Excellent written/oral communication and project management skills.
