Division & Project Overview:
The Vice President for Program Implementation, manages a division of the company with profit and loss responsibility and a headcount of approximately (250) staff worldwide. This role includes the oversight of the technical and operational aspects of donor centrally funded and bilateral projects, including budget and resource management through senior-level directors of technical and operational staff.
A key role and responsibility is the public representation of the company and interface with clients and collaborative organizations such as US and international government officials, key opinion leaders and stakeholders, partners, and donors as a subject matter expert in health systems strengthening across the company's core areas of expertise.
Roles and Responsibilities: 1. Provide leadership, management and oversight to international public health program development and implementation.
- Participate in strategy development and facilitate forming priorities for interventions, countries and implementing partners with the President & executive team to increase public health initiatives in the company's core competency areas with the goal to develop and strengthen global health systems through evidence based research.
- Combine expert-level knowledge with leadership skills to act as a resources to external and internal clients on technical and management issues.
- Oversee large scale healthcare projects.
- Collaborate with HQ based country teams to ensure the highest quality program backstop support.
- Oversee the recruitment, supervision and mentoring of senior managers and technical staff. Provide supportive supervision to senior-level directors to ensure the highest quality program implementation.
- Supervise senior-level technical directors in the development of broad as well as targeted requests for proposals (RFPs) that solicit applications for research, and collaborate to identify new research opportunities.
2.Continue building the URC-CHS brand and reputation as a leader in global health systems strengthening.
- Collaborate with members of the executive team, program HQ and field teams to continue long-term engagement of the company in global health environments.
- Create a strategy for the provision of technical and programmatic support to engage recipients in health activities in countries of interest.
3. Communicate current URC-CHS portfolio strengths in international and national fora to increase visibility and recognition.
- Support the advancement of the company's mission through the nurturing of existing relationships and the establishment and development of new partnerships to enhance the role of URC in the health, education and related sectors.
- Work closely with the executive team to develop and strengthen donor relationships.
- Seek participation in global health networks and consortia appropriate to achieving the tasks and responsibilities of the position.
- Encourage and ensure the preparation and submission of abstracts, briefs, posters and related materials for competition in professional and technical gatherings.
- Represent the company at international conferences.
- Keep abreast of emerging health strategies and treatment protocols in select public health areas for sharing with colleagues, partners and appropriate policy-making audiences.
Administrative Role:
- Promote organizational growth, stability and operational excellence as a contributing member of the Executive team.
- Establish a comprehensive and timely reporting schedule for the entire divisional portfolio.
- Encourage staff development throughout programmatic and administrative functions.
- Conduct the annual performance appraisals for assigned HQ program staff and overseas staff.
Minimum Qualifications: - Proven leadership, management and teamwork skills with excellent communication, analytical, organizational and writing skills
- Graduate degree in field relevant to the position.
- Over ten years' experience managing and marketing large, complex international programs to federal agencies and private sector.
- Experience in field based positions designing and implementing health programs with national governments, international NGOs and national/local health organizations.
- Demonstrated ability to utilize and develop innovative programs using cutting edge technology, expand professional networks, and develop linkages with key clients and collaborating organizations.
- Up to 50 percent international travel is required.
- Flexible work hours and weekend work are required.
Preferred Qualifications: - Fluency in French, Spanish or a development-related language.
