Under minimal supervision of the President of the technical college, plans, administers, and evaluates the following institutional services to include accounting, budgeting, human resources, payroll, purchasing, inventory, facilities, custodial services, vending operations and bookstore. Supervises a wide variety of subordinate personnel. Duties include, but are not limited to the following:
- Serves as a member of the college's senior leadership team;
- Prepares and maintains total budget for the technical college;
- Directs, through subordinate managers, a comprehensive accounting program which integrates Generally Accepting Accounting Principles (GAAP), Governmental Accounting Standards, statutory accounting requirements and the technical college's fiscal policies and procedures;
- Directs, through subordinate managers, the human resources and personnel functions for the technical college;
- Analyzes revenue and expenditures compared to budget and alerts the president of any areas of concern;
- Directs, through subordinate managers, the operations of college's bookstore and Facilities Services, including custodial and grounds;
- Manages and oversees financial/budget operation of the college and Administrative Services division;
- Provides relevant information to personnel to ensure compliance with TCSG policy manual and department procedures;
- Develops and/or assists with the development of procedures and recommends changes to effectively meet the goals and requirements of the college;
- Ensures that all personnel are evaluated by the appropriate supervisor at scheduled intervals;
- Conducts regular evaluation of services provided and make adjustments as needed;
- Keeps abreast of policies, procedures, and state or federal laws that may impact department initiatives.
Minimum Qualifications
- Bachelor's degree in accounting, human resource management, public administration or closely related field *AND* a minimum of seven (7) years' full-time work experience directly related to the duties and responsibilities;
- Knowledge of governmental accounting and human resource procedures;
- Previous supervisory experience.
Preferred Qualifications (In addition to the minimum qualifications)
- A Master's degree in accounting, finance, human resource management, public administration, or closely related field is strongly preferred.
- Senior Leadership experience in a Technical College System of Georgia Administrative Services department;
- Experience with PeopleSoft and the BANNER student information system.
Physical Demands Work is typically performed in an office environment with intermittent sitting or walking in various settings. Must frequently lift and carry lightweight objects. Full range of hand and finger motion may be utilized required for data entry purposes. Drivers License and evidence of insurability required.
Salary/ Benefits
Target salary is $90,000-$105,000 and is commensurate with education and work experience. Benefits include paid state holidays, annual and sick leave, and the State of Georgia Flexible Benefits package.
