Description Summary

The Vice President, Pharmacy, provides executive leadership, direction and decision-making for Blue Cross and Blue Shield of MinnesotaBCBSM) pharmacy program, in alignment with enterprise strategies. This job is responsible for the strategic development, implementation, and management of the companyharmacy program. In short this leader engages internal and external partners to deliver an innovative pharmacy program for BCBSM clients and members. Additionally, the job provides strategic perspective and leadership in managing overall cost trend and total cost of care and ensures appropriate high quality care delivery in the pharmacy space.

Accountabilities

• Leads and directs BCBSMverall pharmacy strategy and operations.

• Executive accountability for and oversight over BCBSMharmacy Benefit Management (PBM) partner.

• Develops and executes pharmacy plans that align with company strategies and objectives.

• Provides leadership and input, as needed, to cost of care, quality, clinical care, and other related programs across the enterprise.

• Designs and oversees the implementation and continuous improvements of the pharmacy program (including the benefit designs, formularies, etc.) assuring lowest net spend and trend while optimizing membersarmaceutical value.

• Ensures process enhancements are implemented to improve efficiency and service levels.

• Oversees the annual pharmacy budget, ensuring operational goals and financial targets are met.

• Collaborates with Sales and Account Management teams to support renewal, RFP, and new sales activities by providing consultation to ensure appropriate pharmacy benefit strategies are recommended, presented, and implemented.

• Meets with key customers as needed.

• Proactively builds local and national relationships in the industry and represents BCBSMN in national forums.

• Manages department staff including selection, performance management, talent development, and employee relations.

Requirements

• Accepting this vice president level position at BCBSM requires signing an Agreement Regarding Non-Disclosure of Confidential Information and Non-Competition as a condition of employment.

• Board certification in Pharmacy with deep pharmaceutical knowledge and experience.

• Active and unencumbered, unrestricted license to practice pharmacy in Minnesota.

• Minimum of 10 years in an administrative, functional or leadership role for a health plan, integrated care delivery organization, PBM or other pharmacy-related industry organization.

• Minimum of 10 years managing people in a direct reporting relationship.

• Significant understanding of the pharmacy industry as well as the operations of a health plan, with practical knowledge of the interdependencies between key stakeholders and processes.

• Strong strategic vision and operational execution; ability to set strategy which supports enterprise goals and to effectively organize staff and influence other leaders across the company to implement tactically and deliver results.

• Deep understanding of clinical, operational, pharma relations and regulatory pharmacy practices.

• Thorough knowledge of PBM programs and practices.

• Demonstrated track record of success in driving quality improvements and cost trend containment in a health plan (commercial and/or government lines of business) or in an integrated care delivery organization.

• Experience creating and implementing plans and innovative and creative approaches to improve pharmaceutical delivery and quality, leveraging data to implement strategic programs and drive behavior change.

• Strong interpersonal skills demonstrated by an ability to establish trust and credibility with internal and external stakeholders.

• Effective communication and presentation skills, both written and oral.

• Proficient in leading/facilitating group discussions and public speaking.
