POSITION TITLE: Director of Human Resources
REPORTS TO: Associate Superintendent for Human Resources
POSITION SUMMARY: Performs duties to protect the district from legal harm and assist the Associate Superintendent for Human Resources in coordinating the implementation of services, policies, and programs through Human Resources staff; and assists and advises administrators and others about Human Resources issues.
FUNCTIONS OF THE JOB Essential Functions Human Resources staff. * Assists with the development and monitoring of an annual budget.
- Conducts a continuing study of all Human Resources policies, programs, and practices to keep management and HR Staff informed of new developments i.e. ADA, FMLA, FLSA, etc.
- Prepares periodic reports for management, as necessary or requested, to track strategic goals, accomplishments i.e. recruitment, turnover, and diversity initiatives.
- Keeps informed as to the personnel needs of the District and informs supervisor on a regular basis about the status of personnel issues, services and needs.
- Oversees the Cultural Competence programming for support staff
- Organizes the Support Staff of the Year recognition program
- Schedules applicant interviews when requested and coordinates recommendations for employment and placement; assists in screening administrative and clerical applicants.
- Oversees the recruitment, screening, training and recommendations of substitute personnel.
- Assists with the interpretation of the salary plans and fringe benefits; counsels employees regarding retirement and employee benefits, and any questions, concerns, policies or procedures.
- Maintains necessary personnel data and reports for local, state and national reports and questionnaires; provides appropriate information concerning personnel to outside agencies.
- Assists in discussion process with employee groups for negotiations.
- Represents the district during grievance meetings with labor unions.
- Oversees the execution of the district diversity fair.
- Coordinates, with the Health Service Coordinator, the development and implementation of the District Wellness Plan.
- Represents the district at unemployment and deposition hearings.
- Prepares documents for legal response to EEOC, DOL, and all other entities claiming legal violations.
- Responds to the needs of the Districtegal counsel representing District interests.
- Assists with the Cultural Competence district e programming.
- Provide training on principal and assistant principal evaluation tool.
- Oversee and manage the evaluation tools for Principals, Assistant Principals, Librarians, Counselors, Coaches, Instructional Specialist, Activities Directors and Social Workers.
- Facilitate, investigate and participate in the resolution of staff complaints, concerns and/or grievances.
- Oversees the district random drug test program.
- Provides training, assistance and support to principals for the teacher evaluation process.
- Conducts quality assurance and calibration of the teacher evaluation system.
- Develops training modules for new teacher orientation and onboarding.
- Coordinates recruitment efforts to ensure that the talent pool is reflective of the student population.
- Manages the Talent-Ed Recruit and Hire system and assists with the application screening process.
Marginal Duties * Serves as a resource for the workmenompensation coordinator.
- Represent HR at Support Staff Advisory meetings.
- Other duties as assigned.
Physical/Visual Activities or Demands: * Walking, sitting, stooping or crouching, reaching, talking, hearing.
- Normal attention with clarity of vision at 20 inches or less as well as 20 feet or more.
- Light physical demand with normal lifting of very light to light (1 to 25 lbs.) items by hand.

POSITION QUALIFICATION REQUIREMENTS
Education: Experience in human resources, leadership development, labor relations or related fields. Bacheloregree required; Masteregree preferred.
Experience: Requires a minimum of five yearsperience in personnel administration, or related field.
Skills and Abilities: - Apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Interpret a variety of instructions furnished in written, oral diagrammatic, or schedule form.
- Compute discount, interest, profit and loss; commission, markup, and selling price; ratio and proportion, and percentage.
- Perform reading, writing, and speaking at an intermediate level.
