Job Description The Human Resource/EEO Director is responsible for directing and administering the Human Resources, EEO, Payroll and Employee Benefits functions of the University. The Director assures that Texas A&M University-Texarkana remains in compliance with all applicable federal and state laws and TAMUS policies and regulations regarding employment, payroll and employee benefits.
ESSENTIAL FUNCTIONS: - Provides oversight and direction of all functional areas within Human Resources, EEO, Payroll and Benefits including employee relations, conflict/grievance resolution, employment services, compensation, recruitment, performance appraisal, search processes and procedures, university professional development, required System training, faculty and staff benefits, TRS/ORP retirement plans, employee leave, the application of the Family Medical Leave act and new hire orientation.
- Serves as ex officio member of all search committees for faculty positions.
- Serves as the non-voting member of the System Employees Benefit Advisory Committee (SEBAC).
- Serves as liaison between Texas A&M University-Texarkana and various Texas A&M University System Offices regarding national and international employment/personnel issues; development/ implementation of HR policies; EEO compliance/laws/issues, and Payroll/Benefit processes/laws/regulations.
- Recommends appropriate action, including title and salary level for new non-classified positions. Evaluates position descriptions to determine proper pay grade and salary for positions in accordance with the System Compensation Plan.
- Responsible for the universityffirmative Action Plan.
- Serves as the universityhief respondent to allegations of discrimination and sexual harassment brought against the university or its employees.
- Responsible for the preparation and submission of various Human Resource, EEO, Payroll and Benefits reports to TAMU-T executives and directors, Federal and State agencies, including the Texas A&M University System, on a regular or adhoc basis.
- Provides technical assistance, guidance and advice to university executives, directors and supervisors regarding issues of developing people strategy, talent planning, succession planning, personnel policy and procedures, disciplinary actions, and problems or concerns of employees.
- Serves as the ADA Coordinator for employee issues.
- Responsible for remaining current with federal/state law and System policy, regulations and university rules concerning Human Resources, EEO, Payroll and Employee Benefits.
- Responsible for administration and reporting of both Teacher Retirement System and Optional Retirement Program.
- Travels to attend meetings or training as necessary and appropriate.
- This job description shall include, but is not necessarily limited to, the above duties. May temporarily perform other duties assigned to maintain operations and services.
Minimum Qualifications - Education cheloregree in Human Resources, Business Administration, Educational Administration, Public Administration Management, or equivalent combination of education and experience.
- Experience ven years of related experience in Human Resources, including at least three years of related supervisory experience.
- Knowledge owledge and proficiency in word processing, spreadsheet, and database applications. Knowledge of employee relations, performance management, benefits, staffing, compensation, and risk management. Knowledge of HR employment law, strategies, management, regulations, and operations. Knowledge of talent acquisition, selection, training, and personnel information systems.
- Ability - Ability to multitask and work cooperatively with others. Excellent verbal and written communication skills. Excellent analytical, interpersonal, and organizational skills. Ability to work with sensitive information and maintain confidentiality. Ability to communicate clearly and effectively to ensure understanding. Ability to lead in a dynamic organization.
- Work beyond normal offices hours and/or work on weekends.
Preferred Qualifications - Experience with direct responsibility for conducting internal investigations.
- Experience with designing and implementing succession planning
- Experience with Workday system or similar HRIS.
- Previous State of Texas and/or higher education experience in Human Resources or Payroll.
- Nationally recognized certification(s) in Human Resources management.
- Masteregree in Human Resources, Business Administration, Educational Administration, Public Administration Management, or equivalent.
