Summary Under the general direction of the Chief Information Officer, the Director of Application Development has responsibility for the development of strategic direction and tactical plans for CRHC's programming, interfacing, reporting, and applications development needs. Has daily management responsibility for the ITS Application Development team.
Manages and directs the organization toward its primary information systems objectives, based on long-term product and profitability goals, by performing the following duties personally or through subordinate managers and staff.
Essential Duties and Responsibilities - Consults with management to analyze information system needs and determine scope and priorities of projects.
- Develops and manages operating and capital budgets for assigned teams. Recommends and develops plans for systems development and operations, hardware and software purchases, budget, and staffing.
- Manages planning, implementation and support for the following major systems: General Reporting, Interfacing, Decision Support, Web Development and Application Development.
- Promotes effective use and integration of core systems.
- Performs Executive Staff briefings as necessary.
- Prioritizes, schedules and allocates resources for the following types of work, interfacing, general reporting, ITS consulting and support, programming and software installations and upgrades.
- Understands and employs the principles of cost-benefit analysis.
- Performs personnel related duties including new staff selection and performance evaluation.
- Develops and enforces use of standards relating to project management, application support, programming and systems implementation.
- Substitutes for the Chief Information Officer as necessary.
- Acts as a resource for other ITS teams.
- Keeps abreast of current hardware, software, and communications technology.
- Obtains knowledge from pertinent documentation sources.
- Manages the development, implementation, installation, and operation of information and functional systems for the organization.
- Utilizes ITS Help Desk services data to improve the productivity of the Application Development team.
- Develops, implements, and monitors management information systems policies and controls to ensure data accuracy, security, and legal and regulatory compliance.
- Negotiates and contracts with consultants, customers, technical personnel, and vendors for services and products.
- Provides support to end users in the selection, procurement, usage, and maintenance of software programs and hardware.
- Provides support to end users in the design of internally developed software solutions.
- Supports, adheres to, and models the "ITS Client Bill of Rights".
- Endorses and supports outcomes from all ITS process improvement endeavors..
- Participates in "Admin on Call" as needed.
Supervisory Responsibilities Manages 1 to 2 subordinate supervisors who supervise a total of 6 to 8 employees that participate in the various Application Development sub-units. In the absence of subordinate supervisors is directly responsible for the supervision of that unitmployees. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education and/or Experience Bachelor's degree in Computer Science, Business, IT, or Healthcare required, Master's preferred.
Minimum of 5 years experience in a management position, responsible for the development of applications, interfaces, data extracts and organizational reports
Desirable Qualifications
Certification in recognized process improvement methodology (e.g., Six Sigma, Lean, etc.). Project management certification; Experience with Information Technology Infrastructure Library (ITIL) implementation.
Experience supporting healthcare applications such as those commonly found in hospitals or healthcare systems, e.g., hospital information system, lab information system, pharmacy information system, radiology information system, etc
