Position Description The Global Vaccine Public Policy team at Merck Vaccines is seeking a talented, motivated professional to join our team and lead efforts to develop public policy strategies and inform vaccine business strategies, focusing on specific product and policy areas critical to the business.
The Vaccines Policy Director will be assigned specific areas of focus (e.g., HPV vaccines, adult immunization, vaccines value, or immunization financing). The Policy Director will develop global policy and advocacy strategies and support the execution of these strategies for the assigned areas of responsibility. The Director will direct economic, political, and fiscal research and analyses in the assigned focus areas that will inform Merckolicy strategies and ensure policy efforts are integrated with and inform business objectives. The Director will work closely with the global vaccines policy colleagues to translate global policy guidance into actionable strategies at a regional, national and local level and the cross-functional team to monitor and translate the impact of public policies to inform the overall vaccines business strategies in assigned focus areas. The Director will also oversee the development of appropriate tools and resources to support actionable strategies in assigned areas.
Primary roles and responsibilities include:
Develop and ensure effective, efficient execution of global policy and advocacy strategies to drive access, uptake and sustainability of vaccination efforts.
Develop and lead external stakeholder engagement plans as a key part of global policy and advocacy strategies.
Represent Merck Vaccines in relevant public forums and conferences related to vaccine policy and advocacy.
Lead policy research and analysis to assess barriers and drivers to increasing access, uptake and sustainability of vaccination efforts.
Serve as a vaccines policy subject matter expert to inform a variety of policy topics and to enable collaboration with other policy subject matter experts to understand how these topics impact the lifecycle of vaccines from manufacturing to distribution to administration, such as tiered pricing; vaccines confidence; access and financing strategies across low, middle and high income countries; programmatic best practices to reach cohorts across the lifespan.
Monitor political, economic and sociocultural trends that shape the policy landscape and provide routine situational awareness to cross-functional teams and to leadership at the global, regional and local level.
Identify effective, evidence-informed policies to promote vaccination, including model policies that can be shared and leveraged to inform policy efforts at the global, regional and local level.
Develop tools (e.g., talking points, policy briefs and position papers, policy evaluation frameworks) and support capabilities building for global, regional and local teams to be able to effectively execute vaccine policy strategies.
Manage vendors, projects and budgets related to vaccines policy and advocacy strategies.
The position will report to the Director, Vaccines Policy Development, and will be part of a growing team of thought leaders who will help inform and set vaccine policy strategies globally.
Position will be located in Upper Gwynedd, PA.
Qualifications Education: - Bachelor's degree required.
Skills and qualifications: - At least 5 years of demonstrated success working in the public policy arena and/or government
- At least 1 year working internationally or in a global context
- Knowledge of health and immunization systems
Demonstrated leadership ability to identify strategic priorities, bring together different internal stakeholders, and move an agenda forward to resolution and action. * Proven record in identifying policy trends affecting public health and/or the vaccine industry and advancing policy solutions.
- Strong oral and written communication skills to influence and effectively lead internal and external audiences to desired outcomes.
Ability to work cross-functionally and be able to manage up, down and across for results that drive business growth. * Ability to manage numerous, competing priorities under pressure and effective collaborative working and program management skills.
Sound ethical judgment and integrity and an ability to build credible, effective working relationships both internally and externally.
Preferred: - Master's or Professional degree in Public Policy (MPP), public health (MPH or MSPH), public administration (MPA), or economics, political science, or political economy (MA, MS) strongly preferred.
- Academic background or career exposure to public health and health care highly desirable.
