Job Description Establishes the direction, goals, agendas, implementation strategies and policies of the area of Procurement and Contracts, encompassing but not limited to Procurement, HUB Program, Contract Administration, Surplus Property and Central Receiving. Develops short and long-range goals and strategic plans to ensure the continuance of quality programs and enhance the development of new programs and services to meet customer needs.
Responsibilities: 25% Leads in the development of effective procurement and contract administration strategies to best achieve institutional goals. Oversees departmental operating budget within approved limits. Identifies campus-wide savings opportunities, negotiates and implements contacts. Performs internal monitoring to ensure compliance with applicable statutes, regulations, policies and procedures.
20% Provide direct supervision to Procurement, Contract and warehouse staff including but not limited to Buyers, Contract Specialist, Purchasing Manager, Transportation Coordinator and student workers. Responsible for hiring of personnel and evaluations.
20% Administers the UniversityUB program according to all State and Local rules and regulations.
10% Overseas the procurement functions including but not limited to: issuance and evaluation of bids, Request for Proposal (RFP) and Request for Qualifications (RFQ), contracts and spend analytics. Direct sale of surplus property program to optimize value of assets that are beyond their useful life or no longer required.
10% Consults and advises internal stakeholders and suppliers on university regulation, state statutes, policies and procedures. Responsible for creating and updating training programs for Procurement, Contract and HUB Program.
10% Administers the universityontracting process to include preparation, negotiation, execution and administration of contracts. Facilitates or participates in the resolution of procurement and contract disputes with internal customers and suppliers.
5% Serves on various university, division and departmental committees and represents the department at various state and national associations.
Required Education/Experience:
Bacheloregree in business administration or finance; or equivalent professional experience; 10 years of progressively responsible procurement experience dealing with minority enterprises of the State of Texas HUB program. Must have Certified Texas Purchasing Manager (CTPM) and Certified Texas Contract Manager (CTCM) or State of Texas accepted equivalent or be able to acquire certifications within one year of employment start date.
