Merck Vaccines seeks to build our internal capabilities and expertise in vaccines confidence and to become a credible leader working alongside diverse stakeholders to protect and boost vaccines confidence and promote individual and population health. As such, Merck Vaccines is seeking talented, motivated professionals to be part of an interdisciplinary team and to lead a global strategy on vaccines confidence. The interdisciplinary vaccines confidence team will be comprised of experts in public policy, communications and medical affairs and will work with an extended team across Merck Vaccines to develop, lead and execute global strategies. The team will also work closely with regional and local country teams to build capabilities and support execution of relevant, tailored strategies designed to protect and boost vaccines confidence.
Position Description This position description is for the Policy Director for Vaccines Confidence which will be part of the interdisciplinary vaccines confidence team and report directly into the Global Vaccines Public Policy team within Merck Vaccines.
The interdisciplinary vaccines confidence team will be responsible for:
Overseeing the development and execution of a global cross-functional strategy for vaccines confidence
Monitoring and communicating progress in executing the global strategy with Merck Vaccines leadership and the extended global, regional and country teams
Building global, regional and country team knowledge and capabilities to develop and execute tailored strategies
Staying abreast of sociocultural, political and other trends that shape vaccines confidence and providing situational awareness and advise to Merck Vaccines leadership and the extended global, regional and country teams
Staying abreast of new research, tools and strategies that can be effective in protecting and building vaccines confidence and supporting global, regional and country teams to apply the research and tools to strengthen strategies
Supporting Merck Vaccinessponse to issues that can undermine confidence
In addition to the above, the Policy Director for Vaccines Confidence will also be responsible for:
Leading the development and execution of global public policy and advocacy strategies to protect and boost vaccines confidence, including establishing a global coalition of policy advocates
Developing and leading external policy stakeholder engagement plans as a key part of global policy and advocacy strategies for vaccines confidence, such as participating in coalitions or other advocacy platforms, establishing mechanisms to strengthen regional and national advocacy platforms, building policy champions and fortifying stakeholder commitment to support vaccination programs
Representing Merck Vaccines in relevant policy forums and conferences related to vaccines confidence
Leading policy research and analysis to assess policy barriers and drivers of vaccines confidence and developing policy briefs with recommendations that can be shared with policy stakeholders to inform global, regional and national policy efforts on vaccines confidence
Identifying effective, evidence-informed policies to promote vaccines confidence, including model policies that can be shared and leveraged to inform policy efforts at the global, regional and local level.
Developing talking points, policy briefs and position papers, policy evaluation frameworks
Building global, regional and local internal team capabilities to effectively execute vaccine confidence policy strategies and provide guidance and advise on vaccine confidence policy strategies.
Managing policy vendors, projects and budgets related to vaccines confidence policy and advocacy strategies.
Note: Primary Location for this position is Upper Gwynedd, PA. Secondary locations that may be considered are: Ireland, France, Singapore, Switzerland, and the United Kingdom
Qualifications Education Minimum Requirement:
- Bachelor's degree required.
Skills and qualifications - At least 5 years of demonstrated success working in the public policy arena and/or government
- At least 1 year working internationally or in a global context
Demonstrated leadership ability to identify strategic priorities, bring together diverse internal stakeholders, and move an agenda forward to resolution and action.

Credibility with external stakeholders and ability to leverage existing networks of stakeholders relevant to vaccines confidence * Proven record in identifying policy trends affecting public health and/or the vaccine industry and advancing policy solutions.
Ability to work cross-functionally and be able to manage up, down and across for results that drive business growth. * Strong oral and written communication skills to influence and effectively lead internal and external audiences to desired outcomes.
- Ability to manage numerous, competing priorities under pressure and effective collaborative working and program management skills.
Sound ethical judgment and integrity and an ability to build credible, effective working relationships both internally and externally.
Preferred Experience and Skills:
- Master's or Professional degree in Public Policy (MPP), public health (MPH or MSPH), public administration (MPA), or political science, behavioral and social sciences (MA, MS) strongly preferred.
- Experience working with health and immunization programs highly desirable
- Academic background or career exposure to public health, social and behavioral sciences and health care highly desirable.
