L3 Warrior Sensor Systems (WSS) has an immediate need for a Director of Programs to lead a significant portfolio of programs/products within its Government Solutions (GS) Business Area located in Londonderry, NH. This position is responsible for the capture, planning, direction, and execution of programs and projects throughout the product life-cycle.
Responsibilities The Director of Programs will ensure customer satisfaction, successful program execution and is responsible for Profit and Loss on programs within the assigned Portfolio. Individual oversees all aspects of the Portfolio and is directly responsible for planning and achieving long-range strategic goals, ensuring adherence to program related processes and procedures, reviews, evaluating and approving department plans, programs and budgets, and evaluating and controlling operating performance by matching results against plans and ensuring that appropriate actions are taken to assure performance within the framework of the approved objectives for the Portfolio, the GS Business Area and WSS Sector.
The Director of Programs plans, directs and coordinates activities of designated programs and projects to ensure that the goals/objectives are accomplished within the prescribed time frame and funding parameters by performing the following duties personally or through subordinate supervision:
Provide supervision and direction to Program Managers within the Portfolio
Ensure programs are properly staffed
Serve as a primary point of contact with the customer, government or prime contractor, resolving problems as necessary and developing/maintaining a high level of customer satisfaction
Ensure programs within the Portfolio are aligned with company and customer strategy, goals, and objectives * Develops strategies and business scenarios to grow programs within the Portfolio by monitoring and responding to changing market conditions, anticipating key technology and competitive trends and issues that may impact customers, their markets, and their decision-making abilities; pursuing innovative technologies for serving customers
- Manage proposal activities ensuring that project costs, schedules and scope of work meet or exceed requirements necessary to win new business
Ensure all programs within portfolio meet cost, schedule, and performance objectives
Develops risk mitigation plans, and drives corrective actions when a program does not meet, or is in danger of not meeting cost, schedule or performance requirements
Reports program status and problems to senior management, providing timely resolutions to program challenges
Where subcontracts are required: identifies subcontracting opportunities and subcontractors for execution, manages the development of specifications, statements of work, evaluation criteria and requests for proposal. Analyzes proposals with respect to cost/risk/quality/performance. Leads source selections and negotiation teams and monitors resultant subcontract costs and schedules.
Document, promote, and update best program management practices. Includes standard processes templates, program plans, etc.
Establish training objectives and administer/coordinate training for PMs and other related functions
May be required to personally manage large, complex, or high risk programs.
Qualifications This position requires demonstrated effective leadership with the expertise to manage and mentor program managers in risk management, financial management and cost control, strategic thinking, customer relationship and team building, time management, schedule generation, management, inward and outward communications and support of presentation briefings and other requirements as designated within the program management discipline.

- Ability to supervise the arrangement of systematic and timely program reviews to management and the customer
- Requires demonstrated ability to achieve results in a matrixed organization structure, interfacing with various organizations in addition to coordinating the efforts of Engineering, Operations, Supply Chain, Quality, Finance, Contracts, etc.
- Excellent communication and proficient computer skills (MS Office)
Prior defense industry experience in the development and program management of one or more of the following areas is required: electro-optical targeting systems, laser range finders and/or designators, infrared sighting & targeting devices, interoperable and multi-functional EO/IR systems
A minimum of 10 years in leadership positions in DOD program management
Additional leadership experience within product development, functional engineering management or production operations is desired.
Engineering, Business, or Technical degree required; MBA or advanced degree desired; PMP certification desired
Candidate must possess a current security clearance or have the ability to obtain a security clearance
