Job Description Lead Systems Engineer
**Position Contingent Upon Contract Award**
Raytheon CSM is seeking a highly motivated senior Systems Engineer to lead the continuous development, integration, testing, and delivery of advanced cyber security systems and cyber labs capabilities in support of an international cyber academy. Will work with a team of systems engineers and cyber systems engineers through the phases of the product development from requirements definition through IV&V to customer site acceptance testing (SAT) for product selloff. This Sr. SE provides technical direction and clarification of requirements to software development teams, and test personnel. Other tasks include: performing system engineering analyses including trade studies, use case development, requirements definition and derivation, interface definition, and requirement validation and verification. Supports definition of operations concepts and procedure planning / development, interfacing with personnel from other organizations. Attends technical interchange meetings with the team members and other program personnel, and represents the organization in matters pertaining to the development of his/her project. Provides status on assigned Integrated Master Schedule (IMS) tasks. Provides document review and resolves technical systems engineering and integration issues. Supports business development activities as required. Must have the ability to manage time and resources in order to meet assigned deadlines.
Responsibilities Include: - Interfacing directly with the project engineering leadership (Project Chief Engineer, Chief Architect, and Project Engineer), customers and/or stakeholders regarding the continuous development, integration, testing, deployment and training of the cyber systems capabilities.
- Leading development teams, organizing development project plans, tasks, and schedules while providing technical direction and guidance to the teams
- Analyzing user feedback, requirements, CONOPS and high-level system architectures to derive, develop and decompose specifications.
- Conducting trade studies (when needed), to determine possible system (hardware, software, architecture) improvements.
- Working with SEs and/or Cyber SE subject matter experts (SMEs) to develop technical documentation, including user guides, test plans, and contract deliverable items and supporting product line and training.
Requirements - Requires strong systems or software engineering experience.
- DoD 8570.1 IAT Level 2 certification or the ability to obtain certification within six months of employment.
- Strong communication and leadership skills.
- Comfortable working with diverse cross-functional teams including Government technical representatives and subcontractors.
- Demonstrated ability to manage multiple teams and projects of variable sizes.
- Experience providing technical direction for the development, engineering, interfacing, integration and testing of all system components
- Experience collecting user and stakeholder feedback, assessing requirements, developing solutions, and conducting design reviews
- Detailed technical understanding of cybersecurity attack techniques and associated prevention/detection methods.
- Experience and/or strong familiarity with Agile development methodologies (SAFe, Scrum, Kanban) and software and system lifecycle methodologies, (e.g ISO, CMMI, ITIL).
- Experience and/or strong familiarity with agile project planning/management techniques.
- Willingness to travel to Middle East and North Africa (MENA) region (as needed). Trips are usually 1-4 weeks in length.
Desired Skills - DoD 8570.1 IAT Level III certification
- Hands-on practical experience with Security Information Event Management (SIEM) systems, firewalls, Intrusion Detection/Prevention Systems (IDS/IPS), Identity Management
- Certifications related to Agile development - SAFe, Scrum Master, Product Owner
- Strong experience with IT infrastructure including Windows and Linux operating systems, VMware, TCP/IP networking, Storage, and Cloud-based environments (AWS, OpenStack)
- Experience and/or familiarity with Java, C, C++, Python, PERL, and Javascript, JSON, SOAP, REST, HTML/CSS, MySQL
- Experience and/or familiarity with DevOps, Continuous Development/Continuous Integration concepts, and tools such as Docker, Kubernetes, Jenkins, JIRA, Git, Chef, Ansible, Puppet
- Experience with Earned Value Management (EVM)
Education: - Applicants must have a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum of 8 years of prior relevant experience, unless prohibited by local laws/regulations.
