Process Engineer 3 (Enterprise CM)
Applies Process Improvement (PI), engineering methodologies, and principles to effectively improve and align Enterprise-level processes. Facilitates project teams in accomplishing project activities and objectives. Coordinates the transfer of new processes and practices to project teams by providing group facilitation, interviewing, training and additional forms of knowledge transfer. Acts as a key coordinator between multiple project teams to ensure Enterprise-wide integration of engineering efforts.
Responsibilities - Develops the plans for process assessments, both informal and formal.
- Works closely with the Systems and Software Engineering process development team members to determine organizational readiness for assessment as well as in conducting assessments.
- Coordinates and schedules process assessments.
- Leads assessment teams in conducting both formal and informal assessments.
- Analyzes assessment results and makes improvement recommendations.
- Ensures assessment results and recommendations are used as the basis for improvement plans.
- Assesses process improvement (PI) progress and report findings.
- Evaluates Systems Engineering and Software Engineering processes to address problems with process workflows, organizational structure and alignment and planning.
- Assists in defining PI strategy and lesson learns.
- Conducts training sessions and workshops for PI activities.
- Makes improvement recommendations based on program, organizational, and project needs.
- Advocates improved quality and productivity through systems and software development processes and methods.
- Leads PI effort utilizing CMM/CMMI or other similar process models.
- Assists in Enterprise level Systems and Software Engineering PI initiatives.
- Interprets and promotes the use of PI best practices.
- Provides technical leadership and direction in supporting the application of sound system and software engineering PI concepts.
- Ensures processes are established and documented to support the application and institutionalization of sound systems and software engineering discipline and continuous PI.
- Evaluates System and Software Engineering processes to address problems of workflows, organization, and planning and develop appropriate corrective action.
- Advises agency Organizational Leaders and Program Managers regarding software engineering, systems engineering, and/or PI strategies to enable mission success.
- Recommends strategies to the Government PI Program Manager for improving engineering practices across the agency.
Qualifications *All Candidates must have a TS/SCI clearance with a Full Scope Polygraph
- Twenty (20) yearsperience with Process Improvement (PI) supporting DoD/IC programs.
- Experience is to include, within the past ten (10) years, seven (7) yearsperience in facilitation, training, methodology development and evaluation, process engineering across all phases of acquisition identifying best practices, change management, business management techniques, organizational development, activity and data modeling, or information system development methods and practices.
- Bacheloregree in Computer Science, Information Systems, Engineering, Business, or Education from an accredited college or university is required.
- Shall have five (5) years of demonstrated experience in the following:
- Experience in a corporate leadership role as applied to Process Improvement
- Intelligence Community (IC) experience
- Experience in estimating, planning, and tracking projects and programs
- Experience participating in projects/programs that involve multiple activities and multiple vendors, large systems engineering efforts, and management and evaluation of business processes and implementation strategies
- A Master's degree in Computer Science, Information Systems, Engineering, Business, or Education from an accredited college or university is desired.
- Certifications or qualifications are desired in one (1) or more of the following:
- Completion of SEI-authorized Intermediate CMMI-DEV or beyond
- Certification as a CQA (Certified Quality Analyst), CQE (Certified Quality Engineer), and/or Six-Sigma Black Belt
- Certification as a PMI PMP or ACP, PgMP, or OPM3
- Completion of ISO 9001:2000 or 2008 auditor training
- Certification of intermediate level ITIL or beyond
- Agile certifications including Scrum Master, Product Owner or similar
