Department Description
JOB PURPOSE: - Provide technical expertise across the entirevalue chain of the Oil Spill Response Department. Promote continuousimprovement and excellence in oil spill preparedness and response within Company.
Brief Description KEY ACCOUNTABILITIES: - Lead the research, collation and benchmarking ofinternational OSR regulations, quality standards and best practice in order to establisha comprehensive knowledge repository to support progressive strategy formulation and effective decision-making at the Senior Management level.
- Advise on the implementation of functional policies,systems, processes, procedures and controls covering all areas of the OSR.
- Develop, seek approval and facilitate the implementation ofstandard operating procedures (SOPs) for all oil spill machinery and operations across Company in order to ensure resource optimisation and effectiveoperations as per defined HSE standards.
- Provide expertise on numerous technical aspects of the oil spill response department’s activities in order to shape the department’stechnical decision-making as per the corporate objectives and leading marketpractices.
- Support the design and delivery of OSR training plans toensure they are technically fit-for-purpose and aligned with the best-in-classemergency response methods.
- Attend specialised crisis and emergency fairs andconferences to represent Company so that the company is informed aboutthe latest market practices, innovations and developments.
- Review the Group Company Assets’ Tier 1 Emergency ResponsePlans and highlights any potential improvement areas in order to help raiseOSR’s awareness, preparedness and capabilities across the Company
- Supports and counsels OSR teams, upon notification of anemergency, to ensure efficient and accurate risk assessment as well asappropriate and responsive disaster relief (Tier 1 emergencies)
- Monitor, audit and inspect contractual responseorganizations providing tier 1, 2 and 3 Oil Spill and Hazmat Response services.
- Provide technical and strategy advice to Company Management as Subject Matter Expect (SME) when required.
Detailed Description Job Requirements Qualifications, Experience, Knowledge & Skills:
Minimum Qualification - Bachelor’s Degree in Marine Engineering, Marine Management,Engineering or equivalent.
Minimum Experience & Knowledge & Skills
- 8 years of experience in the crisis and emergency field (Preferably Oil & Gas industry and Emergency Response).
Additional Details - Professional Certifications (Preferable)
- IMO Oil Spill Levels: 1, 2 & 3 (Recognised IMO Instructor).
- Accredited oil spill response.
- NEBOSH
- RYA Advanced Powerboat Instructor.
- 40 hour Hazwoper and/or Hazmat Technician.
- Advanced First Aid, Sea survival, Firefighter 1.
- Light and heavy goods vehicle licence.
