Responsibilities Wood is currently recruiting for a Lead Procurement Engineer with extensive experience in the oil and gas petrochemical industry.
Accountability: - This is a Home Office position based in Dubai, but it may involve occasional visits to the Client offices and/or site in Iraq. Normal working time will be 48 hours per week (9.6 hours per day).
- Reporting to the Facilities Engineering Lead, the candidate will assume responsibility for development of the project contracting strategy, and for sourcing vendor provided budget information to allow development of project Cost Estimates. Candidate will also assume sole responsibility for early procurement of Long Lead Items, should this be requested by the client.
Primary Role: - To consult with the engineering and design team during the delivery of FEED studies to ensure that all aspects of the design are suitable for timely and cost effective procurement.
- To develop the project contracting strategy in accordance with Company and Client procedures.
- To develop the required documentation for procurement in support of EPC ITT phase.
- To source suitable vendor budgetary information to allow development of project cost estimates and schedules.
- To ensure that the overall project is delivered to meet the asset operational needs.
- To ensure that all work is completed without compromise to quality and is delivered according to the project schedule.
- To promote safe behaviour at all times.
Principal Responsibilities: - Identification and selection of suitable Suppliers prior to sourcing budget estimate data and tendering for EPC phase.
- Development and issue of RFQ Budgetary Pricing and Tender Documents to potential Suppliers.
- Preparation and co-ordination of Technical Bid Evaluation process.
- Preparation and co-ordination of Unpriced Commercial Brid Evaluation process.
- Assume the Role of Focal Point for all Bid Clarifications.
- Provide advice to Client on identified Contaractor(s) Commercial issues during ITT phase.
- Collation of Commercial and Technical Evaluations and Preparation of Joint Recommendations.
- Selection of Terms and Conditions of Sale.
- Authorisation and Issue of Purchase Orders to Approved Suppliers where required by client.
- Develop a Field Expediting Strategy for “High Risk” Materials and Equipment.
- Attend Project Progress Meetings and provide reports to Project Manager as required.
- Co-ordinate Field Expediting Activities as required.
- Develop Stage Payments philosophy in line with agreed Purchase Order Milestones for EPC ITT
- Timely development, processing and close out of any Purchase Orders required
Skills / Qualifications - Minimum of 10 years relevant experience in the oil and gas industry
- Experience of working with multi-national and multi-cultural project teams is strongly preferred
- Previous experience of working for Wood Group is strongly preferred
- Previous experience of working in the Middle East would be an advantage
- Must have significant Procurement experience and knowledge of global oil and gas industry supplier network.
- Onshore oil and gas experience of major projects using prefabricated modular plant.
- Knowledge and understanding of engineering design and project delivery.
- Thorough awareness of relevant international codes and standards.
- Experience with Wood Group business management system and quality assurance processes.
- Experience with input to Concept Selection and FEED studies.
- Ability to develop contract specifications and assess EPC Contractor(s) proposals compliance with these.
- Experience with project using prefabricated, packaged plant modules
- Experienced in working with SAP, Maximo or similar systems
