ANTICIPATED SALARY IS AT THE MINIMUM OF THE SALARY RANGE - $29,344.33
Employment in this position is contingent upon a satisfactory criminal history check. The criminal history check must be completed prior to or within the first thirty days of employment; IMPP 6.46 and Chapter 435, Florida Statues.
This is a professional position in the Office of Finance & Budget, Accounting Services /Disbursements Section.
Daily and periodic responsibilities include:
PROCESS INVOICES FOR PAYMENT: Screen invoices to determine transaction dates and invoices that require immediate payment. Invoices are audited and reviewed for mathematical calculations, vendor identification numbers and correctness of remittance information, accounting codes, payment authorizations and evidence of all required approval signatures. Must develop and maintain a thorough knowledge of Florida Statutes, State Comptroller rules, and internal procedures that pertain to the auditing and processing of disbursement requests. This includes but is not limited to Section 215.422, Florida Statutes, Commission IMPP Manuals, the DFS Reference Guide for State Expenditures and other written procedures.
MyFloridaMarketPlace (MFMP): Process Invoice Reconciliations as Exception Handler and Invoice Manager roles. Review daily MFMP system and system reports to ensure invoices are processed timely, accurately and in accordance with laws, rules and procedures. Assign daily MFMP invoice reconciliations to be processed. Ensure MFMP Last Approvers are aware of Invoice Reconciliations that are aging longer than two days. Inform Supervisor of issues that may become a potential problem in a timely manner.
ENCUMBRANCES: Process encumbrance change requests in MFMP that are received through the FBO Encumbrances email and monitor encumbrance amounts when processing payments.
PERFORM FOLLOW-UP AND RESEARCH ON MFMP INVOICE ISSUES: Correct and/or return Invoice Reconciliations for corrections. Notify and advise appropriate Commission staff of required corrective action. Research inquiries and timely respond to vendors, Commission staff, and other state agency personnel. Use reporting functions in FLAIR, RDS, MRE, and/or FIS to document reasons for corrections. Inform Supervisor of issues that may become a potential problem in a timely manner.
COMMUNICATION: Communicate effectively to assist Commission staff, other state agency employees, and the public with any information pertaining to the payments of disbursement requests.
PROCESS CORRECTING ENTRIES: Timely and accurately process expenditure corrections as required to correct errors using FLAIR transaction 51 and 58.
MONITOR PENDING VOUCHERS: Monitor the posting of vouchers for all invoices processed and communicate with DFS on pending voucher approvals the Commissionompliance with Section 215.422, Florida Statutes.
CONDUCT REVIEWS & SPECIAL STUDIES: Review DFS Invoice Reconciliation and voucher return trends and suggest process improvements that could assist the Commissionompliance with Section 215.422, Florida Statutes. Review and analyze Invoice Reconciliation submittals that exceed 20 days to determine areas of improvement for recommended training needs for Commission staff and assist in the implementation of training. Review all daily disbursement vouchers on invoices processed for accuracy prior to submission to the Voucher Section. Review daily reports for possible duplicated payments on invoices processed. Review daily audited and/or sampled vouchers on invoices processed for required documentation prior to submission to DFS.
PERFORM SPECIAL PROJECTS AND OTHER RELATED DUTIES: Performs special projects as assigned and other related duties.
