Description The Sourcing Specialist for General Services will lead the strategic sourcing activity for Indirect categories of spend.
Manage the local, regional and global supply base and key stakeholder relationships, in support of the Procurement & Contracts strategic sourcing strategy and in collaboration with the Executive Director of procurement, Category managers and supplier relationship management team.
Develop, champion and ensure implementation of strategic sourcing strategies to support the categories under management. Implement plans which will optimise the total cost of ownership year on year for categories under management in line with procurement guidelines and policy. Have in the categories under management to enable pro-active planning and market knowledge. Develop and implement sourcing strategies and establish and maintain strategic relationships with suppliers to ensure successful project management and support.
Use leading practice procurement tools to develop and implement the sourcing strategies including :
- Supply marketing positioning
- Porters Five Forces
- Supplier assessment
- Supplier financial analysis
- RFI, RFQ and RFP's
- Service level agreements
- Cost analysis
- Objective decision making
Drive annual cost savings, supplier and service improvements in each indirect category under management. Work with the category managers to streamline and improve sourcing processes. Gain a deep understanding of the categories under management to enable discussions around the total cost of ownership and lead commodity based discussions with senior stakeholders. Drive procurement efficiency and effectiveness throughout the supply chain
Establish key performance measures for each spend category (e.g., cost per unit); define the data collection process; forecast budgetary impact and track actual savings. Work with stakeholders to ensure contract compliance
Manage all strategic sourcing projects in line with the sourcing gate review process ensuring all tools and templates designated for project management are completed in a timely fashion. Work closely with stakeholders to ensure project time lines are adhered to and escalate project delays to the the Category manager when required. Take full ownership of strategic sourcing project delivery end to end. Identify and deliver creative solutions to complex procurement problems
Actively monitor the performance of contracts under management to ensure savings identified are meet, and business comply with the contracts in place, identify and implement opportunities to reduce expenditure by implementing demand management strategies. Ensure contracts under management are updated and relevant information concerning supplier compliance with banks terms is monitored for completeness, work closely with the contracts manager to ensure contracts are renewed on time
Assist the SRM team in ensuring poor performing contracts are rectified and where applicable contractual performance penalties are implemented
Ensure stakeholders abide by the strategic sourcing process and assist them by providing subject matter expertise and advice in relation to the process and associated activities to reflect best practice and provide solutions which maximize commercial outcomes and minimize procurement risk
Manage and develop supplier relationships for each category under management using leading practice procurement tools (such as cost trend analysis, price change analysis and supplier performance reviews (in conjunction with SRM team) to deliver breakthrough performance in cost, service and quality.
Review and amend Master Service Agreements (MSA's), Schedules/Statements of Work (SOW) and contract terms and conditions for projects ensuring at all times that they are aligned with policies and procedures. Responsible for the development of high quality tender documentation and evaluation criteria that reflects industry best practice, support development of statement of work when needed
Ensure tender opportunities are accessible to SME's and look for opportunities to implement initiatives which will improve procurement and contracts CSR and green procurement goals
The Successful Applicant The successful candidate for the position will have the following experience:
- 3-5 years relevant sourcing experience within the suggested categories
- Ideally come from the property industry
- Arabic speaking would be an added benefit
- You must be degree qualified in purchasing &/or procurement
- Expert in strategic sourcing and spend management / analysis
What's on Offer The package is a follows:
- 15,000 AED - 20,000 AED per month (inclusive of housing, basic & transport)
- Insurance, health care & flights will be additional
- Return flights will be provided annually
