The jobholder is responsible for driving the successful implementation of Whole-of-Government (WOG) corporate service systems to modernise the processes and to transform service delivery. He/She will support the Project Director in implementing the required functionalities for Finance and/or Payroll. Examples of Finance include Payments, Receipts, Asset Management, Project Management, Inventory Management etc. Examples of Payroll include Payroll, Claims, etc.
Specifically, the job holder will:
- Lead the project team, coordinating and collaborating with other agencies and stakeholders in the project,
- Responsible for tender, contract and vendor management;
- Coordinate and facilitate consultation with various stakeholders/agencies to define the to-be mode of Finance and/or Payroll service delivery;
- Identify, manage and resolve project issues and risks and drive them to conclusions through sound decision making and assessments,
- Deliver the central corporate services system within project timeline and resources;
- Translate policy intent and directions into workable IT solutions, harmonise practices across agencies and where necessary, propose new work processes to ensure the most effective and efficient method for implementation;
- Collaborate with vendors to deliver functional design that best meet user requirements, including workflow, reporting, and analytics;
- Ensure integration across processes within the system and with external systems to achieve enhanced user experience;
- Identify opportunities for productivity improvements, via transforming, streamlining and continuous improvement of work processes;
- Prepare for and conduct user acceptance tests, ensuring timely resolution of issues;
- Support data migration, conversion, mapping, verification, cleansing, catch-up (if applicable) to the new system;
- Facilitate change management and user training to ensure a smooth transition to the new system; and
- Support the project during project cutover and post go-live stabilisation.
Key Requirements The jobholder should have the following experience, skills and qualifications:
- Tertiary qualifications in Accounting, Business or Technology discipline are preferred;
- Good critical thinking, planning and analytical skills to develop functional capabilities in system;
- Possess good understanding of Finance and/or Payroll processes
- Experience in Enterprise Resource Planning systems implementation preferred;
- Meticulous and a good team player who is able to work well independently
- Able to proactively develop and manage relationships with various key stakeholders
- Ability to put forth proposals for senior management decision-making
- Strong communication and presentation skills
- Successful track record in leading and motivating teams in a dynamic and fast-paced environment
