Job description: JOB DESCRIPTION Our client is a contractor in the offshore Oil & Gas industry and they have a job opening for the HSE agent position
Responsibilities » Maintain and update the project health, safety and environment management systems during project execution.
» Plan and implement site HSE programs with reference to 60 days ahead programs, leading, indicators, legal, standards and best practices.
» Communicate health and safety action plans, concerns and decisions with respective personnel on site, client and sub-contractors.
» Facilitate the submission and compliance to statutory licenses, permits, variances from appropriate governmental agencies. Ensure project maintain records required by HSE laws and procedures.
» Ensure construction/operational activities carry out in adherence to the project Objectives and programs. Implement worksite HSE plans with regard to HSE work practices such as: HSE Instructions to Contractors, Behavioural located HSE Process, and Permit to Work, Working at Heights, Fire Safety.
» Facilitate the inspection and maintenance of all tool & equipment during pre-deployment and during periodic inspection.
» Implement proactive measures to curb accident/incident, unsafe behaviours/conditions from recurrence through promotion, campaigns and talks/training. Manage the site HSE records (audit, inspection, meetings, incidents, tool box talks, pre-job start talk etc).
» Ensure that all accidents and dangerous occurrences are thoroughly investigated, reported and that appropriate corrective and preventive actions including the sharing of lessons learned are carried out on a timely manner in according to applicable legal and /Client requirements.
» Conduct Project Management Review, highlight the short fall and recommend improvement plan to achieve the project HSE performance/targets.
» Review work method statements, JSA’s and risk assessments produced by the contractor, in line with local legal, client and requirements.
» Review contractor’s application for Control of Substances Hazardous to Health and ensure knowledge and agreement of Information technology to minimise health, safely and environment impact during construction, commissioning, transportation and operations.
» Develop the site induction programme and ensure all personnel attend the HSE induction program and mandatory training.
» Compile and submit monthly HSE statistics and report.
» Ensure site personnel are qualified and competent for tasks set, and understand their SHES responsibilities. Implement consequence management to control misbehaved site employees.
» Must be willing to execute other related tasks assigned by direct reporting agent.
Requirements » Diploma in Engineering / Specialist Diploma in WSH Certification, Level C (Professional), must be Singapore MOM Registered WSHO.
» Minimum 3 to 5 years of working practice as a Registered Workplace Safety and Health agent
» Certification in Fire Safety Manager is an added advantage
» Work at height Training Course for Assessor /Hot work Assessor Confined Space Assessor / Certified Occupational First Aider (preferred).
» Independent and self-starter
» Good communication, presentation and analytical expertise
» Good English & Chinese command in reporting and business and technical writing expertise.
» capability to multi-task and work in a team
