Job description: JOB DESCRIPTION Responsibilities
Systems and Information technology administration
»Manage and supervise SCELSE's information technology and computer systems, which include, but is not limited to, installing, maintain, and troubleshoot computer hardware, software, and network;
» Administer computer, telecommunications, audio & video (AV), and information systems;
» Effectively provision, install/configure, operate and maintain system hardware and software and related infrastructure;
» Ensure security of data, network access and backup systems; supervise internal and external vulnercapability assessments; manage patching schedules and coordination with CITS and vendors;
» Responsible for implementing and reviewing Information technology policies and ensure policies align to both NTU policies and SCELSE Board of Governance requirements, user needs and system functionality to contribute to organizational policy;
» Develop a comprehensive set of standard operating procedures (SOP) & review existing SOPs to achieve operational efficiency. Ensure the SOPs are up-to-date, procedures are comprehensively documented and in compliance to policies and procedures;
» Responsible for the planning and implementation of a Disaster Recovery Plan and procedures;
» Monitor and renew maintenance contract and service subscription with Service providers, contract negotiation with vendors;
» Provide support and coordination on the Information technology front for SCELSE activities (corporate events, workshops, seminars etc.);
Research/Admin Project Management
»Collaborate with other departments within SCELSE to support end user project initiatives;
» Plan, propose and implement strategic Information technology projects that can accommodate present and future needs of research and corporate services;
» Assess the upgrading needs for research lab Information technology equipment and work in conjunction with researchers to implement the best solutions; A key team player of the High Performance Computing cluster for SCELSE in providing support;
» Pro-actively identify problematic areas and propose/implement strategic solutions timely. Where required, contact with NTU CITS, vendors, and contractors to identify root causes to identify control measures and implement solutions;
Audit and Risk management
»Process owner for Information technology risks. Oversight of Information technology Risks and annual updates to the Risk Register; Monitoring key risk indicators and responsible for implementation of key controls to reduce the impact and likelihood of Information technology risks;
» Manage annual Information technology audit including preparation, communication with auditors and implementation of findings;
» Identification, evaluation, and prioritization of emergent Information technology risks that may affect SCELSE. Apply and coordinate resources to minimize, monitor and control the probcapability and/or impact of such potential unfortunate events;
» Audit systems, assets and propose improvement measures where required;
» Communicate and create consciousness broadly with SCELSE users regarding contemporary Information technology topics, problems, solutions and issues;
Budget management
» Plan and manage annual Information technology budgets and ensure cost effectiveness;
» Procure and preserve assets, information security and control structures;
» Maintain current and accurate inventory of technology hardware, software and resources;
» Review the adequacy and allocation of Information technology resources in terms of funding, personnel, equipment and service levels; and
» contact with teams within and outside the Information technology department to forecast, spend, and track Information technology spending.
Requirements » BS in Computer Science, MISor similar field;
» Aspiring Information technology practitioner with 4 - 8 years of significantpractice can be considered;
» Individuals with proven workingpractice as an Information technology manager or significant practices will be considered favorably;
» Individuals with ITIL certification will have added
advantage;
» Excellent knowledgeof technical management, information analysis and computer hardware/softwaresystems;
» skills in Information technology governanceand process
» Hands-on practice with computer networks and systems;
