Job description: JOB DESCRIPTION A*STAR Human Resource (HR) Division’s vision is to develop all staff to their fullest potential and to help them make significant contributions to the organisation and to Singapore. A*STAR HR aspires to provide valued HR services to attract, develop, motivate and retain the best talent to help A*STAR achieve its mission.
The HR Division comprises the Recruitment, Planning, Talent Management, Operations, Capcapability Development and HR Partner departments.
As a member of the HR-Capcapability Development (HR-CD) team, your day-to-day responsibilities would include:
» Identifying capcapability development needs and priorities, and drawing up learning plans to meet them.
» Designing and developing learning initiatives and programmes, which also include producing learning materials.
» Working with external partners, vendors and providers to develop broad-located and specialised programmes and courses.
» Conducting learning effectiveness evaluation, and updating of learning records.
» Planning budget required to carry out learning activities at all levels in the organization, and working within budget to ensure learning is cost-effective.
» Communicating learning intents and plans to management and staff, and engage them on a regular basis to obtain feedback and ideas for improvement.
» Delivering some of the learning activities, skills and practice permitting.
» Managing and leading a group of learning and development (L&D) practitioners on the HR-CD team, if emplaced on a managerial or leadership abilities function. Requirements
» At least 3 - 5 years of significant learning and development and broad-located HR practice
» Excellent written and communication skills
» Strong analytical, stakeholder engagement and interpersonal skills
