As the Assistant Director / Senior Manager of ICT & Smart Systems (ICT&SS) Portfolio Management, you will part of the team responsible for managing the portfolio of public sector ICT&SS investments and plans across 100 government agencies. You will play a key role assessing ICT&SS proposals, and as the secretariat to the Public Sector Infocomm Review Committee (PSIRC), a Whole-of-Government (WOG) decision making forum for strategic and impactful ICT&SS investments. As a member of the team, you are an excellent communicator and a team player who will collaborate with highly technically competent people across GovTech to facilitate and ensure high quality proposals and robust recommendations are made. Success in the role will be demonstrated by your ability to navigate through competing priorities, tackle ambiguity, and to synergise and align with WOG initiatives. What to Expect: Manage whole-of-government ICT & Smart Systems (ICT&SS) portfolio which includes the planning, review and analysis of agencies ICT&SS plans and spending Work on cost-benefit study/project reviews in consultation with Smart Nation and Digital Government Office (SNDGO) and Ministry of Finance (MOF) Perform assessments for ICT&SS projects reviewed by the Public Sector Infocomm Review Committee (PSIRC), taking into consideration the business value, synergies with whole-of-government initiatives, costs reasonableness, and the robustness of technical architecture Build collaborative engagements with agencies' project teams, and assessors to ensure timely, effective and quality review of ICT&SS project proposals Establish and enhance operating processes and systems to facilitate ICT&SS portfolio management Drive the business and system requirements for WOG ICT&SS portfolio management, and support in the development of a WOG ICT &SS governance technology platform Provide staffing support for PSIRC meetings, including tracking of follow-up actions and ICT&SS Key Performance Indicators (KPIs) How to Succeed: Degree in ICT, Computer Science, Engineering, Business or related discipline 10 to 15 years' working experience, including experience working in the public sector at WOG level or for large banking or multinational corporation organisations for at least regional level Relevant experience with at least 1 full cycle of ICT&SS project implementation, preferably in public sector ICT projects Ability to take a broad and strategic perspective and able to drill down to understand specific project details and correlate with data Good understanding of the government ICT policies and standards, enterprise architecture, technology stack, and whole-of-government ICT&SS initiatives Proficient in the use of data analysis and visualisation tools (e.g. MS excel, Tableau) Strong written and oral communication skills, with the ability to provide quality written assessment and present to senior management Proactive, collaborative with good stakeholders' management skill
